It would be interesting to offer RM Noise for FM repeaters, but the AI should also include TX audio equalization and automatic RMS leveling. There are certainly some open-source implementations that could achieve this. This way, RM Noise could be used in the transmission path and always be optimally modulated.
Additionally, the audio could be processed to such a high quality that it would be seamlessly compatible with a Speex or Codec2 vocoder. Furthermore, voice fingerprinting could be implemented in the future to automatically block undesirable folks from abusing the repeaters.

I'm considering an API for the filtering engine, so in the future [audio bandwidth issues aside] the outbound FM filtering/equalization could be done by any 3'rd party.
Voice fingerprinting isn't something that *I* plan to pursue, but this capability would be great if false positives were extremely rare.
